Public Safety Solutions
Rolta has implemented various prestigious Public Safety projects for Police Departments in India. Rolta solutions uses the latest in computer technology, communication, Global Positioning System (GPS) and Geographical Information System (GIS), to assist the police in responding faster to distress calls with greater accuracy thus improving the quality of service to the public.
The Police forces are able to quickly identify the location of a fixed line Dial 100 distress call within seconds on a map. The system also records related information of any emergency event. While the distress call details are being registered, operators can also quickly locate the nearest police patrol vehicle to the reported site of crime/incident with help of GPS and GIS. This helps the control room officials to immediately alert the patrol teams on field.
The Police need special care of Dial-100 distress calls for Metropolitan cities like Mumbai, where where up to 3500 calls are handled by Main Control Room from the total area of jurisdiction. This area is divided into multiple regions and police stations for administrative purpose. With this system, the Calltaking personnel (telephone operators) get immediate access to address and map data of the caller, allowing them to accurately verify the incident location.
Whether the incident location is keyed-in manually or is determined automatically, the integrated map view provides a valuable graphical verification of the incident's location. Once the Calltaker has accepted the incident, an icon is placed on the map view at the location of the incident; the incident details are automatically time-stamped and recorded in the central database and the information automatically forwarded to the Dispatcher (radio operator) AVL stations for action.
The Dispatcher's access to essential data is greatly enhanced as all the information required to decide which police vehicle to dispatch to an incident, is presented to them on the integrated textual form and map view screens. The map view provides a real-time display of the location of the police vehicles (AVL) and the location of all current incidents, and is synchronized to the textual information presented on the forms.
Each police vehicle is represented by a user configurable icon and displayed on the digital map in its correct geographic position as determined by a GPS unit installed in each vehicle. Alongside each of these vehicle icons is a text label that identifies the vehicle to the Dispatcher. A Dispatcher can therefore quickly assign a police vehicle to attend an incident using all the information collected by the Calltaker. All decisions made by the Dispatcher are also time-stamped and recorded in the central database.

While the Calltaker and Dispatcher products are visible to the operators, there are also several "server" products. These "server" products operate continuously in the background to provide specific and critical support functionality. The Communications or Interface Server provides the interface to the Radio Base Station and facilitates all data communication with the police vehicles. It communicates with the CAD Server, which coordinates the transmission of all messages between all the Dispatch Center applications.
The Web Based AVL Server responds to requests for map data over a specific region from the Web Browser clients. It extracts the appropriate map data from the GIS Database based on pre-defined rules and forwards it to the requesting Browser for display to the user.
The system also provides benefits for senior police officials. As all relevant activities within the system are time-stamped and recorded into a central database, GIS analysis can be carried out to generate management reports, both tabular and spatially related, for operations control and strategic planning.

Using a standard web browser, such as Internet Explorer, any authorized managers at the Regional Control Rooms are also able to view the vehicle and incident locations in real-time from their desk, enabling them to conveniently view the performance of their officers whenever necessary.
